13 Then the king said to the wise men, which knew the times, (for so was the king's manner toward all that knew law and judgment: 14 And the next unto him was Carshena, Shethar, Admatha, Tarshish, Meres, Marsena, and Memucan, the seven princes of Persia and Media, which saw the king's face, and which sat the first in the kingdom;) 15 What shall we do unto the queen Vashti according to law, because she hath not performed the commandment of the king Ahasuerus by the chamberlains? 16 And Memucan answered before the king and the princes, Vashti the queen hath not done wrong to the king only, but also to all the princes, and to all the people that are in all the provinces of the king Ahasuerus. 17 For this deed of the queen shall come abroad unto all women, so that they shall despise their husbands in their eyes, when it shall be reported, The king Ahasuerus commanded Vashti the queen to be brought in before him, but she came not. 18 Likewise shall the ladies of Persia and Media say this day unto all the king's princes, which have heard of the deed of the queen. Thus shall there arise too much contempt and wrath.
13 Since it was customary for the king to consult experts in matters of law and justice, he spoke with the wise men who understood the times 14 and were closest to the king-Karshena, Shethar, Admatha, Tarshish, Meres, Marsena and Memukan, the seven nobles of Persia and Media who had special access to the king and were highest in the kingdom. 15 "According to law, what must be done to Queen Vashti?" he asked. "She has not obeyed the command of King Xerxes that the eunuchs have taken to her." 16 Then Memukan replied in the presence of the king and the nobles, "Queen Vashti has done wrong, not only against the king but also against all the nobles and the peoples of all the provinces of King Xerxes. 17 For the queen's conduct will become known to all the women, and so they will despise their husbands and say, 'King Xerxes commanded Queen Vashti to be brought before him, but she would not come.' 18 This very day the Persian and Median women of the nobility who have heard about the queen's conduct will respond to all the king's nobles in the same way. There will be no end of disrespect and discord.

13 the king called in his counselors, all experts in legal matters. It was the king's practice to consult his expert advisors. 14 Those closest to him were Carshena, Shethar, Admatha, Tarshish, Meres, Marsena, and Memucan, the seven highest-ranking princes of Persia and Media, the inner circle with access to the king's ear. 15 He asked them what legal recourse they had against Queen Vashti for not obeying King Xerxes' summons delivered by the eunuchs. 16 Memucan spoke up in the council of the king and princes: "It's not only the king Queen Vashti has insulted, it's all of us, leaders and people alike in every last one of King Xerxes' provinces. 17 The word's going to get out: 'Did you hear the latest about Queen Vashti? King Xerxes ordered her to be brought before him and she wouldn't do it!' When the women hear it, they'll start treating their husbands with contempt. 18 The day the wives of the Persian and Mede officials get wind of the queen's insolence, they'll be out of control. Is that what we want, a country of angry women who don't know their place?

Thus there will be excessive contempt and wrath.
13 He immediately consulted with his wise advisers, who knew all the Persian laws and customs, for he always asked their advice. 14 The names of these men were Carshena, Shethar, Admatha, Tarshish, Meres, Marsena, and Memucan-seven nobles of Persia and Media. They met with the king regularly and held the highest positions in the empire. 15 "What must be done to Queen Vashti?" the king demanded. "What penalty does the law provide for a queen who refuses to obey the king's orders, properly sent through his eunuchs?" 16 Memucan answered the king and his nobles, "Queen Vashti has wronged not only the king but also every noble and citizen throughout your empire. 17 Women everywhere will begin to despise their husbands when they learn that Queen Vashti has refused to appear before the king. 18 Before this day is out, the wives of all the king's nobles throughout Persia and Media will hear what the queen did and will start treating their husbands the same way. There will be no end to their contempt and anger.

Ahasuerus's feast ended in heaviness, by his own folly. Seasons of peculiar festivity often end in vexation. Superiors should be careful not to command what may reasonably be disobeyed. But when wine is in, men's reason departs from them. He that had rule over 127 provinces, had no rule over his own spirit. But whether the passion or the policy of the king was served by this decree, God's providence made way for Esther to the crown, and defeated Haman's wicked project, even before it had entered into his heart, and he arrived at his power. Let us rejoice that the Lord reigns, and will overrule the madness or folly of mankind to promote his own glory, and the safety and happiness of his people.
